Transmission noise complaints almost never trace back to the gear teeth. They trace back to the parts the teeth were mounted on. A gear hobber cuts teeth referenced to the blank’s bore, so if that bore isn’t square to the mounting face, or the outside diameter isn’t concentric with it, the resulting gear runs out when it’s assembled. The tooth geometry can be perfect and the gear will still whine, load unevenly across the face, and wear its flanks unevenly, because the error was machined into the blank before a single tooth was cut. The same logic runs through the housing. Two shafts have to sit at a specific centre distance, with their bores parallel and axially aligned. Get the centre distance wrong by a few hundredths and the backlash is out. Get the parallelism wrong and the teeth contact at one end of the face instead of across it, concentrating the load where the gear was never designed to carry it. Neither error is visible on a gear inspection report, because neither is a gear problem.
